An electric current is passed through the tube,
this excites the gaseous helium atoms - electrons move up energy levels,
then the electrons de-excite and move down energy levels and release rays of uv light,
the uv rays then excite the atoms in the fluorescent material that coats the inside of the tube,
these atoms are excited and their electrons move up energy levels,
they then de-excite and release rays of visible light.
