2aii) find to Proper time from relativity equation
2b) Particles will 'see' the distance as shorter so lo is 200 you are trying to find l

On question 3... for part a) is this just E=mc^2 rearranged to get the mass? If so what do you use for the Energy of the electron?

You need to find the relativistic mass. The proper mass is 9.11x10-31kg
